Malta Communications Authority (MCA) – engaged by the Chairman and CEO to review the Information Management (IM) environment at MCA and subsequently drive the IT/IM strategy and plan. Acting in the capacity of interim CIO, developed the overarching strategic plan supported by detailed project plans for the key IT/IM projects.

Acting in the capacity of interim CIO, developed the overarching strategic plan supported by detailed project plans for the key IT/IM projects. The IT/IM strategic plan in in process of being implemented over a period of 18 months and comprises:
- A comprehensive review of the information management tools, processes and workflows to support the Authority. This resulted in a cost / benefit analysis and subsequent recommendation to migrate to a MS Sharepoint, Exchange solution that comprised integrated document management, workflow and correspondence management across all aspects of the organization.
- Piloted the new IM environment and transformed the processes through intranet sites and workflow tools to drive up productivity across all departments
- Coordinated the audit of the IT infrastructure which led to subsequent implementation of new servers, desktops, wireless network, software and back-ups. Ensured MCA had the right IT staff to support the new IM/IT infrastructure and application environment
- Adjudication of the RFP process for a new ERP solution including development of use cases to establish business requirements, vendor selection and negotiation (Access Accounts) and implementation planning including quality assurance for the overall process
- Adjudication and selection of a ‘Regulatory Information Management’ system which comprises a dynamic data warehouse integrating market data across sectors and operators used extensively for regulatory analytics and reporting.
Within a short timeframe MCA has become a showcase for integrated information architecture and processes using seamless applications and data across the organization.
